About the Director


Cesar C. Javarez, founder and director of Polaris Review Center has the vision of creating a center of excellence in developing the educational potentials of graduate students in their pursuit for professional advancement and self-fulfillment in their chosen careers.


His decision in 2002 to establish a review center in Palawan was driven by a passion to address reviewees' problem - "cost of taking a review class" particularly, the "cost of stay in Manila while taking the review course".


By establishing the Polaris Review Center in Puerto Princesa City, Palawan, it has given an opportunity and advantage for those graduates who have no time to go to Manila and find it too costly to take the regular review course. It also enabled the graduates to be well equipped with the trends of the current questions in all subject areas.


In 1990, he became a Life Member of the Philippine Institute of Civil Engineers, Inc., Palawan Chapter and a Life Member of the University of the Philippines Alumni Association in 2007.


In 1995, he was elected as Board of Director by the Philippine Institute of Civil Engineers, Palawan Chapter up to 2005 and had been a regular member of the Association of Structural Engineers of the Philippines (ASEP) up to present.


In 2006, he was elected as the President of the Philippine Institute of Civil Engineers, Inc., Palawan Chapter  up to 2008.


And, in 2008, he was recognized as a specialist (Specialist No. 97) for Structural Engineering by the Philippine Institute of Civil Engineers, Inc., National Office up to present.


Engr. Cesar Javarez's 10 years of experience in holding review classes and maintaining high passing rate in Licensure Exams had continued to attract new graduates to review at Polaris  Review Center and excel in their chosen careers.
